2011


Minnesota Milestones Indicators 2010 Update (website)
Minnesota Milestones is a tool to help Minnesotans create the future they want for themselves and for their children and grandchildren. It lays out long-term goals for the state in key areas -- the economy, the natural environment, community life, children and families, education, health and quality of government. It also takes periodic readings of the state's progress toward each of those goals. Minnesota Milestones is coordinated by the Minnesota State Demographic Center.

Sale of Real Property CY2010
Minnesota Statutes 16B.24 Subdivision 3a requires the Commissioner of Administration to report all sales or other transfers of real property owned by the state that have taken place in the preceding calendar year. The report includes description of each property, reason for sale, the name of the buyer and the price for which the property was sold.

Technology Accessibility Implementation Project
This report, prepared by the Advisory Committee for Technology Standards Accessibility and Usability, provides an update of activities of the committee toward meeting the requirements of legislation enacted by the 2009 Legislature (Minnesota Laws 2009 Chapter 131).

Asset Preservation Summary Report CY2010
Minnesota Statutes 16B.307 Subdivision 2 states that the commissioner of an agency that has received an appropriation for asset preservation (AP) shall submit a list of the projects in each agency that were funding during the preceding calendar year and a list of priority projects for which an AP appropriation will be sought during this year's legislative session. A total of $15,867,646 was expended in calendar year 2010 on 105 projects

Capital Asset Preservation and Replacement Account Summary Report CY2010
Minnesota Statutes 16A.632 Subdivision 4 states the Commissioner of Administration shall submit a list of the projects in each agency funded from the Capital Asset Preservation and Replacement Account (CAPRA) during the preceding calendar year and a list of priority projects for which a CAPRA appropriations will be sought. A total of $2,274,139.96 was expended in 2010 on projects for six agencies and/or programs.

State Government Resource Recovery Report FY2009-10
This report reviews biennial reporting requirements in accordance with Minnesota Statutes 115A.15 Subdivision 5, and provides a summary of past activities and proposed goals for the Resource Recovery Program.

Public Buildings Enhanced Energy Efficiency Program Report
The Public Buildings Enhanced Energy Efficiency Program (PBEEEP) seeks to enhance energy efficiency in state buildings. Since the inception of the program in August 2009, 55 state government sites (individual buildings or groups of buildings such as a college campus) have enrolled in the program, which generally focuses on major building systems such as building envelope and HVAC systems and controls.

Drive to Excellence Program Summary Report
The Drive to Excellence Summary Report catalogs six years of progress toward reforming Minnesota's Executive Branch of government through enabling effective, efficient and economical delivery of state government services.

Toward a Vision for Minnesota: Long-Range Strategic Planning Overview and Recommendations
State law requires the development every five years of "an integrated long‐range plan for the state based on the plans and strategies of state agencies, public advice about the future and other information." This report is the first in a series of efforts leading to an integrated long‐range strategic plan for Minnesota, Minnesota state government and the departments of state government. The report outlines an approach that, if initiated, will result in an integrated process that links department budgets, strategic goals, and tactics to achieve those goals, to an overall vision for the State of Minnesota.

Economic, social and environmental demographic information (Minnesota Milestones)
Minnesota Statutes 4A.01, subd. 3 requires that the Commissioner of Administration must submit a report to the governor and legislature that provides economic, social, and environmental demographic information to assist public and elected officials with long-term management decisions. This report, Minnesota Milestones, is online at www.demography.state.mn.us/milestones.

A Review of Legacy Language: Modernizing Statutes to Promote Coordination of GIS Technology
The 2009 Legislature created the Minnesota Geospatial Information Office (MnGeo) to guide, coordinate and support the implementation of geospatial technology in Minnesota. MnGeo was assigned broad responsibilities, including those previously assigned to the Land Management Information Center (LMIC). Because LMIC and its programs were identified in numerous state laws, the legislature called for a review of all relevant statutes and recommendations for changes in statute where appropriate. This report fulfills that requirement.

Recommendations on improving collaborative activities (Office of Grants Management)
This report includes recommendations and implementation strategies developed by an advisory group of public, private and not-for-profit representatives to increase cross-sector collaboration, scale and replicate successful community initiatives, and strategically align public and private investments.

Construction Project Delivery Methods
Minnesota Statutes 16C.32 Subdivision 3 requires the Commissioner of Administration to report to the legislature by January 15, 2010, the number of construction projects and the total cost of those projects that were delivered under design-build, construction manager at risk (CM@Risk), and job order contracting delivery methods.

Minnesota Milestones Indicators
In accordance with Chapter 318, Article 1, Section 2 of 2008 Session Laws, the Department of Administration convened a working group to assist in the use of Minnesota Milestones as required under Minnesota Statutes, Section 16A.10, subdivision 1c: "To the extent possible, each budget change item must identify Minnesota Milestones . . . related to the proposed (budget) initiative."
