Inventory of State-Owned
Land
November 8, 2010 - In accordance with Minn. Stat. 16B.245, Subd. 2,
the Commissioner of Administration is required to provide an inventory of
all state-owned land, including land with improvements, and to determine the
number of acres owned, by January 15 of each odd-numbered year. Submissions

Bulletin 10.01
-- FY 2012-13 Plant Management Division Lease Rates
October 4, 2010 -
For the fifth straight biennium, overall lease rates for facilities
under the custodial control of admin will decrease. The decrease from FY2011
to FY2013 is 1.8 percent overall.

Destruction/Recycling
August 24, 2010 - As noted in Commissioner Sheila Reger’s recent
memo regarding changes to the state’s recycling services, effective
September 7, 2010, AccessAbility, Inc., will provide confidential document
destruction/recycling services to State Recycling Center customers.
Recycling Services for Capitol Complex Customers
August 19, 2010 - In our continuing efforts to lower the cost of
the services we provide, effective Sept. 7, 2010, Admin is transitioning
recycling services for customers in buildings served by the department to
AccessAbility, Inc. In addition to handling recycling in Admin-served
buildings, AccessAbility, a Day Training and Habilitation Program, will also
provide confidential paper recycling services to state agencies.

Public Buildings Enhanced
Energy Efficiency Program (PBEEEP)
The Department of Administration, in cooperation with the Department of
Commerce, has announced the start of a new program to identify energy saving
opportunities and implement energy-related improvements in state-owned
buildings. PBEEEP's objectives are to help agencies save energy, create
jobs, reduce emissions and contain operational costs through energy-related
improvements in state-owned buildings.

Revised Cellular Telephone Use
Addendum to the Statewide Policy: Appropriate Use of Electronic
Communication and Technology
The State of Minnesota has revised its Cellular
Telephone Use addendum. The new addendum, last updated in 2006, adds
revisions that address incidental state-owned cell phone use and clarifies
provisions of the previous policy.
Bulletin 09.01 -- Statewide Policy on Driver’s License and Record Check
As part of their Fleet Safety efforts, the Risk Management
Division has worked with agency human resource directors and the statewide
safety community to create a policy requiring driver’s license and record
checks for all employees who drive state vehicles. This policy aligns state
agencies with the best practices of private companies and other government
jurisdictions, which have long required verification that staff possesses a
valid driver’s licenses and a safe driving record.

08.04 -- FY 2010-11 Plant Management Division Lease Rates
Lease rates for fiscal years 2010 and 2011
have been approved by the Department of Finance and Employee Relations and
should be used in biennial budget preparation.

08.03 -- Internal Service Funds Projected Rates
To assist agencies in preparing their
budgets, each biennium Admin reviews and advises on projected rates for
goods and services provided by Admin's Internal Service funds. For fiscal
years 2010-11, Admin focused on finding ways to reduce expenditures or
increase sales volume with the specific goal of providing budget relief to
customers.
Bulletin 08.02 -- Statewide Policy on Expenditures by State Employees and
Authorized Users: Fleet Card Use Policy 1.0
The Fleet Card Use Policy will help agencies
strengthen procedures for using, managing and reconciling purchases made
with the State Fleet Card. The policy is the result of extensive discussions
by a multi-agency working group and has the support of the State Fleet
Council.
Securing a Clean Energy Future: Computer Power Management Reporting
The Department of Administration and the Office of Enterprise Technology in
June will be reporting to Governor Pawlenty the results of state agency
efforts so far toward “Securing a Clean Energy Future” through increased
energy efficiency of state desktop computers and monitors.

No increase in
contract parking, Metropass rates for second straight year
There will be no increase in contract parking
and Metropass rates for the second straight year, thanks in part to high
demand for prime locations and an active cost-control program. The monthly
parking rates for customers for FY2009, which begins July 1, include $29.75
for surface lots and $51.67 for parking ramps. With higher fuel prices, the
Metropass bus card program is an even greater bargain at $29.75 per month --
the same price as a parking lot stall.
2007 Recycling
Survey deadline is Feb. 20
The Department of Administration (Admin)
requests your agency’s assistance with the annual recycling collection
survey for 2007. Completed surveys should be received by Resource Recovery
Program no later than Friday, Feb. 20, 2008.
Bulletin 08.01 -- Six Steps Toward Securing a Clean Energy Future:
Desktop/Laptop Computers and Monitors
Governor Tim Pawlenty in November committed
Minnesota government to increasing the energy efficiency of state personal
computer equipment. The first step, effective Dec. 1, requires
Energy Star (www.energystar.gov/)
4.0 compliance for all newly purchased desktop and laptop computers
(monitors previously complied). The second step calls for optimizing power
management in the approximately 32,000 computers currently in state service.
An inter-agency team has developed the following six steps to assist in this
process, which includes measuring and reporting success toward the goal of
increasing energy efficiency.

07.09 -- Securing a Clean Energy Future through More Efficient Computers
On Nov. 7, Governor Tim Pawlenty, as chair of the National Governor’s
Association (NGA), announced a pioneering clean energy partnership between
his NGA initiative, Securing a Clean Energy Future, and the Climate Savers
Computing Initiative, founded by Google and Intel, to spur deployment of
more energy efficient computers and servers in state offices and agencies.

Announcing the New Office of Grants Management
Minnesota has recently
established the Office of Grants Management within the Department of
Administration. The creation of this office is the culmination of several
years of work on the part of many people associated with Drive to
Excellence, especially the Drive to Excellence Grants Management Steering
Team.
Bulletin 07.07 -- Field
Purchase Order (FPO) Policy and Limits
This policy is issued pursuant
to Minn. Stat. §16C.05, subd. 2(3) (2007); and it replaces Department of
Administration policy dated April 21, 2005. The
FPO can be used in certain circumstances by authorized state employees to
purchase items up to $2,500. It is intended for use when the state employee
is not in his or her normal place of business and when procuring goods and
allowable services in the Minnesota Accounting and Procurement System
(MAPS), Procurement Component, cannot be done.

Contract parking, Metropass rates will remain unchanged for FY2008
Contract parking and Metropass rates will remain unchanged for the 2008
fiscal year, which begins July 1, 2007. These monthly rates include $29.75
for surface lots, $51.67 for parking ramps ($34.13 for top-deck stalls) and
$104.26 for garages.
Metropass remains a tremendous bargain, especially with
today’s high gas prices, at $29.75 per month -– the same price as a parking
lot stall.
Bulletin 07.05 --
State government is
reducing petroleum fuel consumption
State
agencies are making steady progress toward Governor Pawlenty’s goals of
reducing the use of petroleum products and increasing the use of alternative
fuels in state vehicles.
Executive Order
04-10 sets specific goals for 2010 and 2015 to reduce the state's dependence
on petroleum fuels, in part by increasing the use of Minnesota-grown
renewable fuels such as ethanol.

07.04 -- Admin's Real Estate Management Division is now Real Estate Services
The Department of Administration's Real Estate Management Division has a
new name and a new web site for better serving your space and space-planning
needs. The address for the new web site is

-- State of Minnesota Highway Maps
The Department of Administration, through Minnesota's Bookstore, is
preparing to order, print and distribute the 2007-2008 State of Minnesota
Official Highway Map. In order to assure the lowest possible price per map,
state agencies are requested to submit their orders by March 21. The maps
will be available in early May 2007.

07.02 -- 7% in
'07 – The State Agency Recycling Challenge
The Department of Administration, in partnership with the Minnesota
Pollution Control Agency, is announcing "7% in '07 –
The State Agency Recycling Challenge!" Successfully meeting this challenge
will require diverting an additional 134 tons of recyclables from our waste
stream. That would bring our total to an astounding 2,044 tons of
recyclables in one year!

The Department of Administration is requesting assistance with the
annual recycling collection survey for 2006. The department is e-mailing a
copy of this correspondence to recycling contacts at each agency location.

The Department of Administration has developed policies and procedures for state facility managers and utilities for governing the use of energy forward pricing mechanisms.

-- Appropriate Use of Electronic Communication and Technology
The State of Minnesota has revised its Statewide Policy, "Appropriate Use of Electronic Communications and Technology," in anticipation of new enterprise-wide cellular telephone plans that will trim state costs by an expected 20 percent compared to existing services.

Fees for providing copies of public government data
A guide for government entities when determining the appropriate fee for providing copies of public government data when the requester is not the subject of the data and the copy fee is not established specifically by statute.
FY2007 Plant Management parking and Metropass rates
Parking stalls are now available in the 14th Street Ramp, most levels of the Centennial Ramp and surface lots Q, C and X for state employees working in the Capitol Complex. A 47 percent increase in volume over the past year and continued management of costs have resulted in the lowest increase in parking rates of the last several years.

The rates for goods and services provided by the Department of Administration (Admin) have been reviewed to determine the projected rate changes for FY 2008 and FY 2009.

Lease Rates
Lease rates for buildings under the custodial control of the Department of Administration/Plant Management Division have been approved by the Department of Finance for fiscal years 2008 and 2009.
Bulletin 06.07 -- State-Owned Property Available for Use
The Minnesota Pollution Control Agency (PCA) has provided notice that remediation activities have concluded on two tracts of land and that the agency has no further need for the vacant sites, which are located in Winona and Albany.
Bulletin 06.05 -- 2005 Recycling Recovery Rate Report
Minnesota Statute 115A.15 subd.9 requires that each state agency in the metropolitan area work toward individually achieving a 60 percent recycling goal. The Department of Administration provides this 2005 Recycling Rate Report to agencies to advise them of their progress.
Bulletin 06.04 -- Sale of Real Property Report
Pursuant to state law, the Commissioner of Administration is to report to the Legislature all sales or other transfer of real property owned by the State that have taken place in the preceding calendar year.
Bulletin 06.03 -- New Property Management User Guide
The Department of Administration has issued a new property management user guide to serve as a management tool for agencies of the State of Minnesota and to provide guidance for the efficient and effective use of state capital assets, software for internal use only, infrastructure, sensitive items, consumable inventories and supplies.

The records disposition panel has approved a new records retention schedule for State Property management (other than real property) effective immediately.
Bulletin 06.01 -- 2005 Recycling Collection Survey
The Department of Administration is requesting state agencies' assistance with the annual recycling collection survey for 2005. Completed surveys must be received by the Resource Recovery Program by Friday, Feb. 17.

Bulletin 05.19 -- Office Supply Purchasing -- Significant Savings Available
Effective January 3, 2006, new processes will be in place for the purchase of office supplies across the state government enterprise, with anticipated cost reductions of $1.2 million annually.
Bulletin 05.18 -- Executive Order 05-17 Preserving Competition in State Construction Contracts
For information, this Executive Order requires that, when entering into any construction contract, State Departments must ensure that the applicable documents do not contain Project Labor Agreement (PLA) language or any other similar discriminatory requirement, as defined in the order. It also requires revocation of any existing directives that would be inconsistent with the order. Please let us know if you have any questions as to its implementation.
Bulletin 05.17 -- Savings Tracking Tool
Thank you to all agencies that participated in a recent data survey conducted by the Drive to Excellence sourcing teams. This survey was a first step toward assessing the impact of a policy change aimed at carrying out the objectives of Executive Order 05-07 relating to how price is weighted as part of the professional/technical (P/T) contracting process. The policy also served to renew focus on contract negotiations.

Governor Pawlenty on Nov. 10 signed Executive Order 05-16 implementing a comprehensive program to reduce energy consumption in all state buildings this coming year by 10 percent.
