Small Agency Resource Team (SmART)
The Department of Administration's Small Agency Resource Teams (SmART)
offer expert human resource and financial management business support services
to their clients in state government. With SmART, customers can further focus
their energies and resources
on core business responsibilities, while SmART professionals focus their talent,
knowledge and abilities on the client's human resource and financial management needs.
Human Resources and
Financial Management services are available from two unique SmART groups.
Together they share these goals:
- To provide customers with valuable business support services
- To be recognized for customer service and expertise
- To provide accurate, timely and compliant services
From the many available services, customers can select one, a few or an
entire suite which will meet their financial management and human resource
needs and help ensure a successful business.

SWIFT Project
The SWIFT Project is developing a replacement for the state's obsolete
accounting and procurement systems, called MAPS. This new web-based system
will:
- Improve effectiveness and efficiency in administrative support areas;
- Eliminate redundant tasks in administrative support areas
- Change administrative and business process activities from the current
silo-based system to one in which coordination of these activities are
supported through shared and integrated information; and
- Enable supervisors and managers to make decisions based on information
that is current (real-time!) and accurate.
The new system has a "go-live" date of July 1, 2011.
This website will serve as a common location for SWIFT
Project materials for small agencies, boards and commissions with a business
relationship with Admin.

SmART financial management and budgeting services include:

- Report distribution and review assistance
- Employee expense reporting
- Expenditure corrections/expense transfers
Budgeting:
- Annual budget assistance
- Biennial budget assistance
- Report distribution and review assistance

SmART human resource services include:
Position filling:
- Determining qualifications
- Posting and advertising
- Advising on contract provisions
Payroll/SEMA4 transactions:
- Overseeing payroll accuracy
- Advising on contract provisions
- Overseeing FMLA requests
- Processing SEMA4 transacations
Classifications:
- Making final determinations
- Coordinating Hay Evaluations when necessary
Labor relations:
- Advising on labor relations, employee performance, behavior or
attendance issues
